There was no system 7.1.3 ever, that is only Finder version, like there is 7.1.4 too. System and Finder never shared the same release number except from 7.0 to 7.1

That "copy" of Apple Personal Diagnostics 1.1.3 is likely an updater for 1.1 or 1.1.1, not a full version. Apple Personal Diagnostics was sold as commercial software, your best bet…
System Update 3.0 does not change the version number of FInder or System. From my experience I got it installed on my Colour Classic, the FInder and System are still version 7.1
