You've got two choices - "Classic Networking" (using MacTCP) and Open Transport. Personally I'd use Open Transport, its newer, and far more easy to configure.

Short answer: You cannot use TCP/IP over AppleTalk.
Long answer: It is possible, though you need a dedicated computer with LocalTalk and Ethernet ports, running Apple IP Gateway.
