ROM 3 has 1MB built in. I guess it depends on if you are going to run GS/OS from a HD or just want to play games from floppy.
ROM 3 for GS/OS, ROM 1 for floppy based games.
Probably the ROM 3. More onboard memory means that you will have more memory overall. The updated ROM should mean that less of the Toolbox is in RAM too, which is handy.
