the photo dock has an additional S-Video connector, and the regular docks don't. Otherwise, the dock for a 20GB 3rd generation iPod fits a 30GB iPod Photo just fine.

I have plugged my friends iPod Mini into my 15 gig dock. It was loose but it still fit.

Put a spacer of some kind on it to tighten it up. It will be better for connector life.

Yeah, it certainly sounds like your shuffle is defective. You should be able to get it replaced, as I doubt Apple would expend the effort to repair shuffles.
