Step 1: Schools buy art cheaply, and have art donated to them.
Step 2: The art gets taken down and put into storage when the walls are repainted.
Step 3: Some idiot decides not to put the art back up on the walls, because he/she doesn't think art is important.
Step 4: Years later, people find what is now 20 to 30 million dollars worth of art in closets and boiler rooms!
