Without pretending any intimate knowledge about the ADB controllers concerned, I suggest that it sounds like expectable behaviour for a device that does not re-initialize at power-down or power-up-again. Shot IC? Bridgeing crud between traces or pins? How long a power-down between startups have you tried? (That is, do the PSU's filter capacitors discharge to near-zero voltage before you power-up again?)
