Do you have OS install disks, if so there should be a disk for setting up a hard drive (Disk Tools)?

Yea, I have the 7.5.3 Install on a bootable Zip drive and the 7.5.5 update. It has the disk tools, which I was using but it kept telling me when I used Apple HD SC or what ever that it can't find a proper SCSI disk. The HDD is probably formatted for a PC and probably does not have the ROM you were talking about.

If the drive you have does not have an Apple ROM in it then you will need a 3rd party formatting utility to partition the drive (Silverlining is one, a hacked mac disk tools would be another)

So once I have silverlining it will put the ROM on the HDD?

I have a LC3 with a 4.5GB HD partitioned into 3 partitions (.5gb OS, 2 x 2gb data drives).

This setup sounds perfect and just what I will do. Just need to get the ROM on the HDD first

Also where can I find Silverlining, I just scanned Macintosh Garden but to no avail?
