A dusty lens is the most likely culprit, or perhaps a loose ribbon cable. You may also want to check that the spindle motor is operating properly when a disc is present.
Outside of that, the problem is caused by a hardware failure or software issue.
Take apart: If I know this drive correctly, remove the bottom screws and then slide off the metal cover.
