The classic Maxis games do not require an '030, but they are certainly at their best with one. The minimum requirement on Spectre VR is a Mac II.

The gameplay in Spectre VR does not seem very different compared to earlier versions which run on my SE. My guess is that the only reason it would require a II is the (hilarious) multimedia cutscenes.
