If you change the style sheet to None, which is always an option, the CSS formatting is stripped off and the page appears as bare text and images. This can be useful for troublesome pages, and often renders considerably faster.
The idea is now to make that a part of the interface rather than have to go through a couple menus.
The helper scripts should be able to hint to the browser that this site needs (or doesn't) JavaScript, or this site needs (or doesn't need) styling, so that the user can be assisted and efficient default settings chosen.
