I'm biased here, but -

GNU Emacs had an OS 9 port for some time. The auctex and tex modes should work perfectly well in it, given that LaTeX has been around for quite some time - you should be able to find usable versions.

Otherwise, I recall a specific Mac TeX distribution, I think called OZTeX? I believe that had very tight integration with BBEdit.
