I don't know whether such a thing exists, or I wouldn't be asking: but what I'm imagining is an IC which is set up purely to do fast IO and bit/byte format wrangling from one side t'other. Obviously
it would have to be programmed in a fairly low-level way in how to behave - no magic dials.
