Yeah seems the .GKO is supposed to have the keep out layer in it

However this http://digital-diy.com/forum/eagle/gerber-board-outline-layer-t2158.html says that what ITEAD actually want in the file is the dimensions layer

It seems it may not be needed, but i'll include it anyway

Also seems i need to move the outline of the board to the dimensions layer.
