I may be missing something, but using the measurements from Western Digital's website, here's a quick mockup:
Fairly simple. Mounting grooves for old Apple 2.5" SCSI and modern 2.5" SCSI. Gives you about a 1/4" leeway either direction so you can line it up with the SCSI adapter attached. So 2x of these brackets and you can mount them onto a 3.5" laying flat.
I'm going to need to think this through if we want a single adapter that'll also work for mounting it mid-way like in a standard 5.25" drive bay. This simple bracket would only work if it's bottom-most drive or when put on a HDD sled.
Other things to consider is how thick to make it when considering vertical room, and if making it extra long for maneuverability would make it too long for the HDD cage in computers like the IIci.
