hfsutils is a set of unix utilities which, I believe, have been ported to Windows. With it you can format diskettes, copy and encode/decode files with macbinary or binhex encoding, and a fair bit more. It is positively free. And if you don't like Windows, you can find several free operating systems that will accompany hfsutils.
