In the case of a JPEG, I'll just convert it on a newer Mac using Photoshop Elements in most cases. That way if I want to dither it I can play with the contrast and brightness to get the best result. The same goes for bitmaps, GIFs, etc.

Is GIFWatcher public domain? I've never heard of it except for maybe in passing.
