Are the windows just plain too large to fit in the screen space? If not, you might trick it by changing resolutions. Sometimes the OS is smart enough to reposition windows that are off the display back into the display.

It sounds like in this case, however, that it may make sense to use Tab to access the desired buttons (see the Keyboard & Mouse prefs pane in the Keyboard Shortcuts tab).
