This is a Tektronix 4010/VT100 emulator I found on AOL. It's a little old and clunky, but apparently free. It was written by Kenneth Chin-Purcell at the University of Minnesota in 1986.
For those who use Mathematica remotely (and may not have been aware), tek graphics can be initialized by entering <
