On a cold boot with 4Mb a MacPlus does take a fair amount of time to go through its memory. That is normal. It does sound like a power-supply issue.

If you want to try replacing the PAV board, I've got a good one here that would go pretty cheaply. Shipping to Australia would be steep though.

Why don't you try to fix it? The iMac are very easy to fix. Do you have an idea of what is wrong with it? Don't scrap it, it may just be the PAV board.

Check the speaker connections/try swapping the speaker units around. If there is no change, everything might be due for a cap replacement. trag sells complete IIci kits though.
