Faxing from 10.3.9

I've been trying to send a fax from the G4 MDD (OS 10.3.9) with the internal modem but get as far as the system saying "Preparing Fax" and it hangs at that point with the spinning barber pole.

Are there any known issues with the fax software in 10.3.9? "About this Mac" shows the internal modem, though it takes about 30 seconds to find it.

Does anybody fax anymore? I thought everyone emailed pdf's now.

I use fax to harangue my congress critters from time to time. The subject is moot anyway since I got the MDD to send faxes in Tiger.
